The Business Council of Alabama is intensifying its political activities in preparation for the pivotal 2026 elections by making significant staff appointments.

Veteran political strategist Scott McClintock has been appointed as Political Director for BCA’s Campaign 2026 initiative. In this role, McClintock will leverage his extensive experience, including his tenure as chief of staff to former Mississippi Governor Phil Bryant and his service in the U.S. Department of State during the Trump administration, where he managed the confirmation of over 70 ambassadors and senior officials. A graduate of Washington and Lee University, McClintock expressed his enthusiasm, stating, “I’m honored to join one of the most influential business organizations in the country. BCA’s Campaign 2026 will be a game-changer in Alabama politics, and I’m eager to bring my experience in policy and campaigns to this effort.”

Caroline Franklin has been promoted to vice president of Government Affairs and will continue her role as executive director of ProgressPAC, BCA’s political action committee. Franklin’s background includes serving as BCA’s director of Governmental Affairs and holding key positions with Alabama Senate Majority Leader Clay Scofield, Representative Jodey Arrington, Senator Richard Shelby, and Congresswoman Martha Roby. Upon her promotion, Franklin remarked, “I am both honored and motivated by the opportunity to step into my new advocacy role and continue guiding ProgressPAC into the pivotal 2026 election cycle. This is a critical moment for our state, and the work ahead will be essential in shaping Alabama’s economic future.”

BCA President and CEO Helena Duncan highlighted the strategic importance of these appointments, stating, “We are building the most effective and influential political program in BCA’s history. Scott brings a wealth of political experience that will be invaluable as we work to elect pro-business leaders. Caroline has already demonstrated exceptional leadership, and in her new role, she will play a key part in shaping our advocacy efforts.”

Campaign 2026 is a comprehensive initiative aimed at recruiting, endorsing, and electing candidates who advocate for free markets, economic growth, and a competitive business environment. The campaign plans to utilize advanced campaign strategies, implement a dynamic fundraising approach, and activate a strong grassroots network to support candidates committed to bolstering Alabama’s economy. Through this initiative, BCA aims to ensure that the business community has a significant influence in determining Alabama’s future.

Executive Vice President Clay Scofield will continue to lead BCA’s policy development, striving to position the organization as a thought leader on economic and business policies at both state and national levels.

These strategic moves underscore BCA’s dedication to fostering a pro-business climate in Alabama and ensuring that the voices of businesses are effectively represented in the political arena.
